Beacon Strategies is a mission-driven consultancy that partners with health and social purpose organisations across Australia to design, deliver and evaluate programs and services that create meaningful change.
Our work is grounded in evidence, shaped by lived experience, and guided by a deep respect for the people and communities these programs aim to support. We exist to make the social purpose sector stronger, more effective, and more human.

Our Story
How we began
Beacon Strategies was founded in 2015 by Elliot Parkinson and Mitchell Stalker. With a shared background in public health and a frustration with traditional consulting models, they set out to build something different: a values-led consultancy committed to making the sector better, not just busier.
Growing our expertise
In the early days, we worked as capable generalists, partnering with clients across a broad range of sectors and projects. Over time, our work deepened. We became known for specialist expertise in health planning, service design, evaluation, and implementation support.
Navigating challenge
Like many in the sector, we were impacted by COVID-19. Our operations scaled down but our relationships didn’t. We supported our clients through complexity and uncertainty, and as the sector refocused on long-term strategy, we grew again.
Where we are now
Today, we’re a growing team of consultants working nationally across Australia. We’ve built enduring partnerships, expanded our practice, and strengthened our internal capability.
Our 2022–2027 strategic plan sets out a bold ambition: to be a boutique consultancy known for our expertise, our relationships, and our impact.
How We Work
We’re guided by a set of shared principles we call our Organisational Code. These principles reflect the expectations we have of ourselves and each other, and serve as a compass when decisions are hard or priorities shift.
The Code puts our values into practice. For example, our first principle “Clients are the reason we exist”, reminds us to focus our time, creativity and energy where it matters most. The Code shapes how we work together, how we work with clients, and how we build a sustainable, high-performing organisation.
We’re proud to have a permanent, purpose-aligned team. Everyone who works with Beacon is employed directly by us — no affiliate models. With offices in Brisbane and Cairns, and others working remotely across NSW and Victoria, we bring a mix of capacity, depth of expertise and perspective to our work.

Who We Work With
We partner with people and organisations across the health and social services sectors. Our clients range from small not-for-profits to national commissioning bodies and government departments.
Primary Health Networks (PHNs) — We support PHNs to improve population health through service planning, commissioning and evaluation.
Not-for-Profit organisations (NFPs) — We help NFPs deliver on their mission through program design, strategy and change support.
Local Health Networks — We work with Hospital and Health Services and Local Health Districts to operationalise new models of care.
Government agencies — We partner with local, state and federal governments to deliver more responsive, community-informed programs and services.

Co-designing programs and services that are responsive, collaborative & grounded in insight.
Implementation support
Helping organisations execute strategies and lead change through project management and governance support.

Understanding what works, what needs to shift, and how to strengthen implementation and impact.

As we look to the future, our focus is clear: to continue being a trusted partner to the organisations we serve and a respected contributor to the sector we care about.
By 2027, our goal is to be a boutique health and social services consultancy known for our expertise, our relationships and our impact. We’re building an organisation where good people can do good work, and where clients know they’re in capable, thoughtful hands.
