Mental Health services commissioning support: CQWBSC PHN

Client: Central Queensland, Wide Bay and Sunshine Coast PHN (CQWBSC PHN)

Background

Central Queensland Wide Bay Sunshine Coast PHN commissioned Beacon Strategies to lead the development and design of their whole-of-region mental health stepped care commissioning process.

Approach

During the project, Beacon Strategies were responsible for leading, coordinating and developing project documentation to ensure the commissioning process ran smoothly and adhered to tight deadlines. A number of discrete project phases were required to be completed, including:

  • Planning: As a first step, Beacon Strategies drafted a high-level work plan to guide the process through the various project stages. Agreement and approval were required from key PHN decision-makers prior to implementation.

  • Development of tender specifications: Development of key commissioning resources including (but not limited to): service specifications, tender documents, evaluation criteria, draft key performance indicators

  • Approach to market: development of commissioning processes including but not limited to; media and communications around procurement, communications with potential providers, communication with evaluators, consultation with PHN staff and key stakeholders

  • Service transition: ensure that a plan is developed and implemented the clearly articulates the service transition process for existing and new services.

Throughout the course of the project, Beacon Strategies were required to:

  • Continually report to General Manager Regional Strategic Support

  • Liaise and consult with Area General Managers and key personnel including mental health program managers and regional commissioned services and contracts teams

  • Formulate budget allocations
