Background

Beacon Strategies has partnered with Act for Kids to conduct an evaluation of its innovative program model, Individual Support Services (ISS), with the aim of assessing its outcomes and economic value compared to "standard care."

The evaluation will primarily focus on measuring outcomes, gaining stakeholder endorsement, and describing the innovative aspects of the ISS model.

Project Impact

By evaluating the outcomes and economic value of the ISS model, Act for Kids aims to demonstrate the effectiveness of the program and secure support for its expansion. This evaluation will provide a solid foundation for decision-making and promote the delivery of impactful services to more children in need.

The evaluation will be the foundation for a compelling business case to expand the program across wider areas of Queensland and New South Wales.

Our Approach

The project objectives outlined below reflect a phased approach that will be used to plan and undertake an effective evaluation:

  1. Establish context and relationships with key staff, develop project planning documentation and establish project governance mechanisms.

  2. Collaborate to develop an evaluation plan to refine the program model, develop evaluation questions, outline data indicators and collection methods, and determine reporting products.

  3. Undertake descriptive analysis and significance testing (where appropriate) of quantitative data, along with modelling of program benefits and costs. 

  4. Engage with key stakeholders and review case notes, to capture and analyse qualitative data to gain an understanding of the perceptions and experiences associated with the program. 

  5. Develop an impactful reporting product(s) that outlines the program context, evaluation findings, implications and recommendations, according to the agreed reporting design principles.
